Sulfate and chloride are handled first since they define the "hoppy vs. malty" balance most brewers care about. Calcium and sodium often land a bit above target as a side effect of that, which is normal and not worth stressing over. Salts can only add minerals, never remove them, so if your starting water exceeds a target (especially alkalinity), diluting with RO or distilled water is recommended.
